Victoria Moe Named Director of Strategic Initiatives

Victoria Moe joins San Antonio College as the new Director of Strategic Initiatives (DSI). In her role, she will be responsible for identifying and implementing college initiatives designed to measurably improve college key performance indicators and student outcomes.

As the DSI, she will report to SAC President Dr. Naydeen González-De Jesús and work in close collaboration with the college executive team to develop and execute initiatives to improve college performance.

Moe comes to SAC after spending several years working for the City of Dallas. She started as the policy analyst for the mayor and city council in 2017. Her duties included building and maintaining relationships with metroplex municipalities, non-profits, and local businesses.

Additionally, as the city manager’s policy advisor, equivalent to a chief of staff, she would ensure operations aligned with city hall’s values including empathy, ethics, excellence, engagement, and equity. She managed a $3.2 million budget and workforce for the mayor and city council office, and the city manager’s office.

In 2022, Moe became the Senior Manager for Strategic Partnerships & Government Affairs for the City of Dallas. In this position, she directed the city's strategic partnerships between local, regional, state, and federal governments. She also monitored legislation affecting the City of Dallas operations, facilitated citywide grants, and managed a variety of special projects.

Additionally, she participated in creating testimony, news releases, marketing materials, and cost benefit analysis to influence state and federal legislative activity. And she produced communications for the mayor of Dallas, the city manager, as well as delegations from the city to state and congressional meetings.

Moe received a Master of Public Affairs from the University of Texas at Austin in 2022 and a Master of Science in Organizational Development & Leadership from the University of the Incarnate Word in San Antonio in 2017. She earned a Bachelor of Arts in political science from Texas State University in San Marcos in 2012.

She has received several recognitions during her career, including The Hispanic 100, a list of the Top 100 Latinas in the Dallas-Fort Worth Area in 2022. She is also a member the Hispanic Women’s Network of Texas and the National Association of Latino Elected & Appointed Officials.
